CHARLESTON, W.Va. - The only member of West Virginia's congressional delegation to vote against the historic $700 billion bailout proposal on Monday said she voted against the bill because West Virginians didn't support it.
Rep. Shelley Moore Capito said she "couldn't in good conscience support something that would have amounted to the largest bailout in history, nor was I willing to turn my back on my constituents who were adamantly opposed to this proposal."
The bailout failed by a 228-205 vote.
According to various analyses of Monday's vote, members of Congress in contested races overwhelmingly voted against the plan. Capito is running for her fifth term in the House. Her opponent, Democrat Anne Barth, issued a news release Sunday criticizing Capito for taking thousands of dollars from Wall Street firms from 2000. Capito's campaign fired back and accused Barth of, among other things, indirectly taking money from Wall Street as well.
Longtime Reps. Nick Rahall and Alan Mollohan, both D-W.Va., voted for the plan. Rahall faces Republican Marty Gearhart in the Nov. 4 election; Mollohan is unopposed.
After the vote, Rahall said in a statement, "We will continue to work for an answer that protects the taxpayers and provides a firewall for West Virginians whose savings, jobs and homes could be hurt because of this financial fiasco."
Mollohan said the bill "is necessary to keep a credit crisis that is already making it harder to buy a home, get a loan to start a small business, or even finance a student's college education, from creating much more serious economic problems in communities all across America.
"While today's vote was a setback, Congress will remain in session and continue its work to fashion legislation that will restore stability to our financial system," he said.
The House plans to reconvene Thursday after the Rosh Hashanah holiday.
